(27 May 2025) The DIAMAS Project is pleased to publish new international DIAMAS Diamond OA Recommendations and Guidelines for Institutions, Funders, Sponsors, Donors, and Policymakers (Zenodo), which provide a flexible framework to support Diamond Open Access (OA) publishing. Drawing on DIAMAS results and consultations with various communities, they are the culmination of two years of extensive work.
The Recommendations are tailored to institutions, funders, sponsors, donors, and policymakers and address the diverse needs, concerns, and opportunities within the evolving Diamond OA ecosystem.
The report highlights the collective responsibility for Diamond OA among all stakeholders and advises collaboration between stakeholders to ensure long-term sustainability. It also sets out several strategic pathways for fostering Diamond OA.
These Recommendations and Guidelines lay the groundwork for a collaborative effort to reshape scholarly publishing through policy alignment, resource allocation and ongoing dialogue. They capture the main reasons for supporting Diamond OA. The report’s three sections focus on strengthening positive research cultures, the responsibility to ensure that scholarly publishing is financially sustainable, and addressing the dynamics of authority, patronage, and legitimacy that include both top-down and bottom-up initiatives when supporting Diamond OA.
The framework for the recommendations and guidelines has been designed with flexibility in mind, allowing adaptation to suit the specific needs of each organisation. We hope that this foundational document will support stakeholders committed to supporting Diamond OA to ensure Diamond OA’s longer-term success.
