OECD-パリ、2017年3月28日 OECDの新報告書、「偽造品取引(Trade in Counterfeit Goods)」によると、海外に送られる携帯電話の5台に1台、またビデオゲーム機の4台に1台は偽物で、ITや通信用ハードウェアの偽造品取引の増加で消費者、製造業者の負担が重くなり、公的資金が圧迫されています。 本報告書によると、スマートフォンのバッテリー、充電器、メモリーカード、磁気ストライプ・カード、半導体ドライブ、音楽プレーヤーなども、偽造被害に遭うケースが増えています。2013年の通関データの分析によると、情報通信(ICT)財の世界全体の取引の平均6.5%は偽造品です。2016年の報告書によると、あらゆる財の取引に占める模倣品の割合は2.5%ですが、ICT財に占める模倣品の割合はこれを上回っていることになります。 3月30~31日に開催される2017 OECD Global Anti-Corruption and Integrity Forum に先だって発表された本報告書では、スマートフォンとICT付属品が高価で、それらに対する需要が高まる一方であることから、それらの偽造は採算が取れるため、その悪影響を受ける商品の数も幅も広がる一方であることが懸念されます。 ICTの偽造品は、健康や安全面のリスク、サービス停止、企業と政府の収入喪失などを引き起こします。ICTの模倣品の主な製造元は中国で、収入の喪失やブランド価値の低下による最大の被害者は米国の製造業者です。摘発されたICT模倣品のうち、ほぼ42%が米国企業の、次いで25%がフィンランド企業、12%が日本企業の知的財産権を侵害しています。 <データをエクセルファイルでダウンロードするにはこちらをクリックしてください> 偽造品とは、商標を侵害する財のことです。知的所有権に大きく依存している産業では、ICT財の偽造は確立されたブランドに対する消費者の信頼を損ねる他、その健康、安全、プライバシーをも危険に晒します。偽造電話機には鉛やカドミウムなどの有害物質を純正品よりも多く含んでいる場合がある一方、模倣電話機の充電器は発火したり感電したりする恐れがあります。トランジスタ、プリント配線、ラジオ塔といったICT媒介装置の模倣品と部品も輸出されています。 本書では、ICT偽造品の世界全体の取引額は、2011~13年に通関で差し押さえられたほぼ50万件の押収品のデータを元に推計したところ、2013年までに1430億米ドルに達していると述べています。ICT偽造品のほぼ3分の2は速達郵便で送られており、そのことが検出を非常に複雑にしています。 ICT部門は、2013年のOECD地域全体の送付か価値の5.5%を占めており、2.4兆米ドルに相当します。世界全体のICT製品の輸出額は2001年以降年率6%上昇して、2013年には1.6兆円に達していますが、そのうち3分の1が中国からの輸出です。 The announcement is here.
