(5 Feb 2025) On the last day of 2024, Vietnam’s prime minister approved a new Education Strategy for 2030, with a vision for 2045 through Decision No 1075/QD-TTg. In higher education, the strategy sets several targets for 2030 in terms of accessibility, quality, research and internationalisation. In summary, these targets include:
• Accessibility: At least 260 university students per 10,000 inhabitants, a 33% net enrolment ratio for the 18-22 age group.
• Quality and accreditation: 40% of faculty to hold a PhD; 100% of institutions with accreditation.
• Alignment with economic needs: The restructuring of education to support a knowledge-based economy and global integration, with STEM enrolment reaching 35% of all enrolments.
• Research output: Each full-time faculty member must produce an average of 0.6 research publications per year.
• Internationalisation and global ranking: International students to make up 1.5% of the student population; at least five universities to be ranked among the world’s top 500, five among Asia’s top 200 and Vietnam to be ranked among the top four higher education systems in Southeast Asia and the top 10 in Asia.
