(12 Nov 2025) cOAlition S has reaffirmed its commitment to achieving full and immediate Open Access while expanding its mission to promote transparent, equitable, and trustworthy scientific knowledge sharing. Seven years after launching Plan S, the international coalition of research funding and support organizations has presented a new strategic plan for 2026–2030 to advance its collective efforts on open access.
The coalition continues to work to accelerate full and immediate Open Access and to ensure that funded research serves the public good of science through open practices. The updated vision identifies transparency, equity, and trust as core elements of open science.
Since its formation in 2018 with twelve member organizations, cOAlition S has evolved into a global network. Over this period, scholarly communication has undergone a substantial transformation—partly driven by the coalition’s own initiatives. However, new challenges have emerged, including equity issues related to Article Processing Charges and the dual impact of artificial intelligence, which offers both opportunities for rapid dissemination and risks to research integrity.
To address these developments, cOAlition S has defined three strategic priorities for the coming phase: reinforcing the foundations for full, immediate, sustainable, and equitable Open Access to peer-reviewed articles; supporting digital infrastructure that enables open access; and exploring financially sustainable and equitable publishing systems while tracking their performance and outcomes.
