(8 July 2015) The JULAC Hong Kong libraries are issuing a Request for Proposal (RFP) with the expectation of contracting for a next-generation shared library system that fits closely with JULAC’s stated strategies of deep collaboration and a unified set of services that exceed traditional ILS capabilities. This RFP is intentionally broad in scope and focused on outcomes rather than detailed functional requirements. Respondents are strongly encouraged to respond with functional details and to convey how their service would work in a shared environment to achieve the outcomes described in the RFP.
JULAC has elected the University of Hong Kong (HKU) to raise a tender and administer the tendering process on behalf of member libraries. This RFP is thus, issued via HKU on behalf of JULAC libraries. Any contract resulting from this tendering process will be an identical agreement separately signed by each JULAC member library, incorporating relevant provisions of the RFP, vendor’s proposals, and subsequent terms negotiated. JULAC member libraries or their parent institutions are not bound to accept the lowest or any tender and reserves the right to negotiate with any Tenderer.
Tenders in response to the RFP must be in compliance with the requirements set out in the Tender Document and be submitted and deposited into the Tender Box located at the Finance and Enterprises Office, The University of Hong Kong, 1st floor, Kennedy Town Centre, 23 Belcher’s Street, Kennedy Town, Hong Kong, no later than 10:00 a.m. on 31 August 2015 (Hong Kong time).
All costs associated with any submission in response to this RFP shall be entirely the responsibility of the tenderers or applicants.
