中国和印度–目前世界上最大的互联网市场

联合国宽带委员会发布最新的世界国别宽带接入状况数据 (日内瓦, 15 九月 2016)  ​网民人数达3.33亿的印度现已超越美国,成为仅次于中国(7.21亿)的全球第二大互联网市场。然而联合国宽带可持续发展委员会今天发布的最新报告亦证实,仅仅六个国家(其中包括中国和印度)的非网民人数就占全球未连通人口55%,因为这些国家人口规模庞大。 2016年版《宽带状况报告》显示,虽然富裕国家的互联网接入已接近饱和,但互联网连接的发展速度仍不足以显著缩小世界贫困地区教育和医疗保健等领域的发展差距。 目前全球约有39亿人不使用互联网。但委员会的最新报告估计,其中中国、印度、印度尼西亚、巴基斯坦、孟加拉和尼日利亚的未连通人口占全球的55%,而(包括美国在内的)20个国家则占不使用互联网总人数的75%。这些调查结果表明,只要在几个关键市场开展有针对性的工作就可以极大地促进缩小网民和非网民之间的”数字鸿沟”。 2016年《宽带状况报告》在9月18日于纽约召开的第14次委员会会议前夕发布,对移动宽带的发展潜力表示乐观:现已有165个国家部署了”4G”高速移动网络。随着在美欧以及在日韩等亚洲成熟市场上智能手机普及率趋于饱和,印度和印度尼西亚尤其有望成为推动未来增长的市场。印度最近还超越美国,成为全球第二大智能手机市场,移动宽带签约用户预计约达2.6亿。 委员会认为,如果当今几乎普遍实现的基本移动电话接入可转换为高速移动宽带接入,那么移动电话就可成为发展的一大助力,从而迅速推进联合国可持续发展目标的实现。 “大量的经济学证据均说明价格可承受的宽带连接是经济增长、社会包容和保护环境的关键推动力,与联合国教科文组织总干事伊琳娜·博科娃一同担任委员会副主席的国际电联秘书长赵厚麟指出。”教育、性别平等和基础设施方面的可持续发展目标(SDG)涵盖了若干雄心勃勃的信息通信技术具体目标。SDG是可以实现的,但急需在发展速度、规模和平等方面做出更多努力。委员会认为,这一目标可通过宽带来实现。” “在发展方面,宽带技术可以发挥的作用事半功倍,”博科娃总干事补充道,”但是这需要各方在接入、技能和教育方面共同投资。这涉及开辟新的途径来创造和分享知识,涉及强化言论自由和增加学习机会,尤其对年轻女性和女性而言。这还涉及开发相关、本地和多语种的内容。” 《宽带状况报告》每年发布一次,以独特视角反映出全球宽带网络接入状况和价格可承受性,同时还根据委员会2011年制定的关键倡议指标进行国别宽带接入数据对比。 报告确认,根据国际电联的最新统计数字,到2016年年底,将有35亿人用上互联网,高于去年的32亿人,相当于47%的全球人口。48个联合国认定的最不发达国家实现了令人鼓舞的进步,委员会有关15%的最不发达国家人口联网的目标有望于今年底实现。 今年的数字再次显示,家庭互联网普及率最高的十个国家全部位于亚洲或中东地区。韩国继续名列全球家庭宽带普及率之冠,98.8%的家庭已经联网;卡塔尔(96%)和阿拉伯联合酋长国(95%)分列第二和第三位。 个人互联网使用率最高的依然是冰岛(98.2%),卢森堡(97.3%)超越挪威位居第二,安道尔取代丹麦名列第三(97%)。 在固定宽带普及率方面,摩纳哥仍略领先于瑞士,成为全球之首,每百名居民中签约用户占47%以上,瑞士则为45%。现已有7个经济体(摩纳哥、瑞士、列支敦士登、丹麦、荷兰、法国和韩国)的固定宽带普及率在40%以上,超过2014年的6个和2012年的1个(瑞士)。 芬兰的活跃移动宽带签约用户比例全球最高,为144%,其次是新加坡(142%)和科威特(139%)。亚太区域几乎占活跃移动宽带签约用户总数的一半(48%)。 总体而言,现已有91个经济体一半以上的人口联网,超过2015年的79个。但在2014年,互联网使用排名前十的国家全在欧洲,而今年则有巴林(名列第7)和日本(名列第9)跻身其中。互联网使用率最低的几个国家在撒哈拉以南非洲,互联网人口使用率不足3%的包括乍得(2.7%)、塞拉利昂(2.5%)、尼日尔(2.2%)、索马里(1.8%)和厄立特里亚(1.1%)。 宽带委员会的全球目标 委员会2011年各项目标的落实进展参差不齐。关于目标1:国家宽带规划,委员会对宽带重要性的宣传使得制定了国家宽带规划的国家从2010年(委员会刚开始进行工作)的102个增至如今的151个。 目标2:价格可承受,大多数国家现已实现委员会制定的基本固定宽带费用低于月人均国民总收入5%的目标,其中包括83个发展中国家。但迄今为止,48个联合国认定的最不发达国家中,只有5个实现了该目标。 目标3:家庭宽带连接方面进展良好,全球已有52%的家庭实现了宽带连接。在发达国家,84%的家庭已实现连接,发展中国家也有稳步进展,家庭接入率已从去年的38%增至2016年的41%,超额实现了委员会在2011年设定的40%的目标。 尽管最不发达国家有望实现目标4:实现联网,到今年底实现15%的人口联网,但按目前的增长速度,委员会制定的60%全球总人口联网的目标在2021年之前将不可能实现。 最后,目标5:平等接入希望解决的性别差距实际上略有扩大,从2015年11%的互联网用户性别差距扩大到2016年的12%,即,男性上网人数比女性多出2.57亿。 宽带委员会由来自政府和业界各部门的50多位领导人组成,他们致力于积极协助各国、联合国专家和非政府机构的团队充分利用ICT的潜能,在教育、医疗保健和环境管理等关键领域推动各国新的可持续发展目标战略。 《2016年宽带状况》是委员会年度报告的第六版。该报告每年发布,是唯一一份描述全球160多个经济体的接入和价格可承受性排名情况的报告。 下载报告全文。 下载报告的主要结论。 下载委员会实现五项宽带目标的进展概述。 下载报告的封面图片。 下载总结报告主要结论的PPT幻灯片。 ​有关宽带委员会的更多信息,请访问:www.broadbandcommission.org 在Facebook上跟进宽带委员会:www.facebook.com/broadbandcommission 在Twitter上跟进宽带委员会:www.itu.int/twitter Read the announcement in full here.
